CBSE’s Dummy School Crackdown: Absent Students Debarred from 12th Boards

CBSE’s Dummy School Crackdown: Absent Students Debarred from 12th Boards

The Central Board of Secondary Education (CBSE) announced that candidates attending ‘Dummy Schools’ or those not attending their enrolled schools will not be eligible for the class 12th boards.

It has come to light that many students, with the aid of their parents, are enrolling themselves in dummy schools and are not attending classes for various reasons. The Central Board of Secondary Education (CBSE) has announced the debarment of candidates enrolled in these schools and not attending classes from participating in class 12th boards.

Candidate Enrollment in Dummy Schools

Many candidates are enrolling in ‘dummy schools’ to focus solely on competitive engineering and medical exams. Such candidates are appearing directly for the board exams. The main aim of the crackdown on dummy schools is to ensure the fairness and integrity of these competitive exams. The educational authority emphasizes the need for a comprehensive and high-quality educational experience rather than focusing solely on competitive exams. Parents must ensure that candidates are enrolled in accredited, genuine educational institutions and not dummy schools. Candidates not attending such institutions will not be allowed to participate in the class 12th boards.

A senior board official of the CBSE announced that candidates found missing from school or not attending classes during surprise inspections will not be allowed to participate in the board exams for the 2025-26 academic year. Both candidates and their parents are responsible for the attendance in regular and recognized schools.

Enrolling in dummy schools also gives candidates an advantage in participating under state-specific quotas for admissions to engineering and medical colleges. Many candidates have enrolled in dummy schools to bypass attendance and spend their time preparing for competitive exams at various coaching centers. They then appear directly for the board exams. The crackdown on dummy schools across the country by the CBSE and the restriction on candidates participating in the board exams aim to provide educational equality for all candidates.

Key Points from CBSE

  • Dummy Schools: Candidates must ensure that they join recognized institutes and not dummy schools.
  • Minimum Attendance: Candidates must have a minimum attendance of 75% at regular, legitimate schools to be eligible for participation in the class 12th boards. The 25% relaxation will only be allowed in case of medical emergencies, school sports events, and other genuine reasons. Simply enrolling at schools will not fulfill the attendance requirement.
  • Consequences of Not Attending Classes: Candidates who are not present in class during surprise inspections will be debarred from participating in the class 12th boards. It is the responsibility of the candidates and their parents for attendance at legitimate institutions.
  • Alternative Option: Candidates enrolled at dummy institutions may not be allowed to participate in the class 12 boards; however, they must pass the National Institute of Open Schooling (NIOS) test.

Action Against Dummy Schools

Schools promoting the ‘dummy’ culture or aiding the non-attending candidates will be taken into account under the board's affiliation and examination bylaws. Candidates who do not have the required attendance will not be considered for the CBSE exam, and disciplinary action will be taken against schools that refer such candidates. A recent ruling by the Delhi High Court labeled dummy schools as fraudulent and mandated strict action against them. This move by the court emphasizes the importance of adhering to educational standards.
