Seat Reservations at ESIC Medical Institutes

 

 

1. All India Quota: ‘All India Quota’ will determine 15% of the total seats in each Employee State Insurance Corporation Medical Institution. The following flowchart visualizes category-wise seat reservations under the All India Quota per the MCC’s guidelines.

 

 

 

 

 

The Person with Disability category is a horizontal quota. A scenario illustrating the same is the following. Say a candidate fulfills the requirements for PwD (5% reservation) but is eligible for the Scheduled Tribe (7.5% reservation) category at the same time. If the allotments under the ST category are filled, the PwD candidate will qualify for allotments under the Unreserved Category.

 

 

2. State Allotment Quota: Based on the location of the ESI’s Medical Education Institution, a ‘State Government Quota’ will be per the policy of respective States applicable to un-aided non-minority Institutions, or in the absence thereof, as may be mutually agreed to, between the respective State Government and the ESI Corporation from time to time. Regarding the counselling bifurcation, the respective state counselling authorities will counsel 65% of the total MBBS/ seats. 

 

 

3. Insured Person Quota:  The remainder of seat allotments (20%) upon the allocation of All India Quota (15%) and State Quota (65%) will fall under the Insured Person quota. This provision is strictly for the wards or dependents of workers falling under the Employees State Insurance (ESI) scheme. 

 

The allotments get done under the “Ward of Insured Persons” (IPs) on an All-India basis. Filling up of the seats occurs on a merit cum preference scheme. Applying candidates must submit an IP ward card to present and authenticate their candidature.

20% reservation of the total MBBS seat allotments are for the wards of Insured Persons. These candidates depend on workers who fall under the Employees State Insurance scheme. It exists for workers who earn up to Rs. 21,000 monthly.

 

 

The ‘Guiding Principles’ for Insured Persons Quota seat filling are as follows

 

1.1  The IP Quota seats will be filled on a merit cum preference basis 

 

 

1.2  Candidates aiming to secure admissions under the ‘Insured Persons Quota’ need to fulfill the eligibility criteria below:

  

• The minimum eligibility criteria are per the MCI’s regulations.

 

• Submit the “Ward of Insured Person” certificate issued by a Competent/designated Authority for ESIC.

 

1.3 After the NEET UG exam, candidates who wish to apply for admission to ESIC Medical Colleges under the Insured Persons (IP) Quota must respond to the ESIC advertisement and apply under one of the three groups.

 

 

• Group 1:  This group is for IPs who have been in continuous insurable employment for at least five years as of and immediately preceding the 1st January of the year of admission.

• Group 2: This group is for IPs who have been in continuous insurable employment for a minimum period of four years as of and immediately preceding the 1st January of the year of admission.

 

• Group 3: This group is for IPs who have been in continuous insurable employment for a minimum period of three years as of and immediately preceding the 1st January of the year of admission.

ESIC Medical Colleges: MBBS Eligibility Criteria

 

Aspirants must clear the NEET UG entrance exam to secure eligibility. Besides the NEET UG exam, candidates applying for MBBS at ESIC Medical Institute must fulfill the eligibility criteria below.

 

 

• Pass a 10 + 2 level intermediate or an equivalent examination from a recognized board

15% of the total MBBS seats in all ESIC Medical colleges, are counseled through the All India Quota. The Medical counselling Committee is the central authority that conducts counselling for Medical & Dental seats at an All India Level. 

 

Counselling occurs on behalf of the Directorate General of Health Services under the Ministry of Health and Family Welfare. The first round of MCC counselling in 2023 was from July 20 to August 4. The listed process for Round 1 of counselling conducted by MCC follows the fashion illustrated below:

Here, candidates must enter their preferred institutes by course and requirements. The following step is processing the seat allotments based on merit, candidate’s category, entered choices, and reservation criteria. The process lasts two days. Candidates get two choices upon the release of the first-round results. If choosing to proceed with the allotted seat, candidates can:

 

 

• Accept the allotment, report to the assigned institute, and exit from counselling

 

• Accept the seat and report to the college, but select available upgradation in the next round

 

• Deny the allotted seat, exit counselling, and forfeit the security deposit

 

On the other hand, if choosing not to proceed with the allotted seat, candidates can either:

 

• Report to their Round 1 allotment or choose for upgradation in Round 3 (if selecting upgradation)

 

• Proceed directly to Round 3 of counselling

 

 

The concerned State counselling authority under which the individual ESIC Medical College falls will counsel 65% of the total seat intake. The counselling process differs for every state and is subject to change per the authorities’ directives. Wards of Insured Persons receive a 20% reservation, translating to 466 seats for MBBS courses.
