The University Grants Commission (UGC) 2025, through its latest notification dated 4th April 2025, has issued the Recognition and Grant of Equivalence to Qualifications Obtained from Foreign Qualification Regulations, 2025. These regulations respond to India's growing academic collaboration with foreign countries, as outlined in the National Education Policy (NEP) 2020, and aim to streamline student mobility and facilitate global academic integration.

Purpose and Background

The 2025 regulations ensure a robust, transparent, and uniform framework for recognizing foreign qualification regulations in India. The objective is to facilitate student mobility, ensure academic parity, and support international collaborations in education. This builds upon initiatives such as the National Higher Education Qualifications Framework, the University Grants Commission (UGC) 2025 Guidelines for Internationalisation (2021), and the Academic Collaboration Regulations (2022).

Applicability

These regulations apply to qualifications obtained from foreign institutions except those in disciplines regulated by statutory councils in India, such as:

  • Medicine

  • Pharmacy

  • Nursing

  • Law

  • Architecture

Professional bodies, such as the NMC, PCI, BCI, and CoA govern these fields.

Conditions for Recognition

For a qualification to be recognized and granted equivalence, it must meet the following:

  1. Recognition of Institution: The foreign institution must be recognized by the authorities in its home country.

  2. Authentic Study Mode: The student must have pursued the program according to the foreign institution’s prescribed norms.

  3. Comparable Entry Requirements: Admission eligibility should be similar to that of Indian counterparts.

  4. Offshore Campus Clause: If obtained from an offshore campus, the campus must be approved in both the host country and the country of origin.

  5. Exclusion of Franchised Programs: Qualifications via franchising setups are not eligible.

  6. School-Level Qualifications: A minimum of 12 years of study is required, equivalent to Indian senior secondary education.

Evaluation Criteria

The Standing Committee examines applications based on:

  • Duration and credit requirements (up to 10% variance permitted)

  • Curriculum components (core, elective, interdisciplinary, lab courses)

  • Evaluation process (including thesis, internship)

Validity and Exemptions

An Equivalence Certificate issued by the University Grants Commission (UGC) 2025:

  • It is valid for all academic and employment purposes within the jurisdiction of the University Grants Commission (UGC) as of 2025.

  • Can be withdrawn if obtained via fraudulent means

Exemptions

No application is required if the qualification is obtained:

  • Through a government-to-government MoU

  • Under the University Grants Commission (UGC) 2025’s Twinning/Joint/Dual Degree regulations (2022)

  • From foreign institutions operating under the University Grants Commission (UGC) 2025’s 2023 offshore campus regulations

If such a student still applies, the certificate can be granted without Standing Committee review, provided payment of the applicable fee is made.
