One-Year Mandatory Service Bond for NEET UG & NEET PG Graduates: Government

The Lieutenant Governor of Delhi has approved a Mandatory Service Bond for NEET UG & NEET PG Graduates, starting in 2024. All India and State Quota medical students must complete a one-year service period in Delhi's public healthcare institutions.

 

In a major decision, the Lieutenant Governor of Delhi has approved the implementation of a Mandatory Service Bond for all medical students graduating from NEET UG & NEET PG Graduates, effective from 2024. This Mandatory Service Bond applies to both All India Quota and State Quota students studying in medical institutions across Delhi. NEET UG & NEET PG Graduates will now be required to commit to a one-year service period.

 

As per the new policy, NEET UG & NEET PG Graduates completing their undergraduate (UG) or postgraduate (PG, including super-specialty) medical courses will be obligated to serve for one year in medical institutions run by the Government of the National Capital Territory (GNCT) of Delhi. To enforce this Mandatory Service Bond, students must submit a bond valued at ₹15 lakhs for UG courses and ₹20 lakhs for PG courses. This Bond Penalty will be forfeited if NEET UG & NEET PG Graduates choose not to complete the mandatory service.

 

Under the Mandatory Service Bond, UG students will serve as Junior Residents (JRs), while NEET PG Graduates will be placed as Senior Residents (SRs) in various GNCT Delhi hospitals. Those with super-specialty degrees will receive a stipend with an additional increment. The policy also includes provisions to assign NEET UG & NEET PG Graduates to vacant positions within Delhi’s healthcare system, including government and society hospitals. This Bond Penalty ensures that NEET UG & NEET PG Graduates adhere to their service obligations.

 

A committee, headed by the Dean of Maulana Azad Medical College (MAMC), will review the need for additional JR and SR posts in GNCT hospitals. This committee will assess the availability of current positions and propose the creation of new ones if required to accommodate NEET UG & NEET PG Graduates and ensure the smooth implementation of the Mandatory Service Bond.

 

Why the Mandatory Service Bond?

 

Addressing Doctor Shortages: The Mandatory Service Bond for NEET UG & NEET PG Graduates is intended to bridge the gap between qualified doctors’ availability and demand, particularly in rural and underserved areas. This Mandatory Service Bond ensures that NEET UG & NEET PG Graduates contribute to public healthcare needs, which aligns with the government's efforts.

 

Ensuring Return on Investment: By providing financial assistance during education, the government hopes to ensure that NEET UG & NEET PG Graduates contribute to public healthcare for a set period. The Bond Penalty serves as a deterrent against opting out of this service.

 

Important considerations:

 

1. Bond Duration: The length of service required by the Mandatory Service Bond varies significantly by state and program type (UG vs. PG). This impacts how long NEET UG & NEET PG Graduates are obligated to serve in public healthcare institutions.

 

2. Bond Penalty: If a NEET UG & NEET PG Graduate chooses not to fulfill the Mandatory Service Bond, they must pay a significant Bond Penalty to the government, preventing them from easily exiting their commitments.

 

3. Additionally, these bonds can limit NEET UG & NEET PG Graduates' career mobility in the first few years after completing their education, as the Mandatory Service Bond requires them to prioritize public service.

This Mandatory Service Bond will be introduced in the next academic session. Until its enforcement, NEET UG & NEET PG Graduates who complete their programs before the bond takes effect will be provided with voluntary opportunities to serve in Junior Resident (JR) or Senior Resident (SR) roles, receiving the prescribed remuneration. Once the Mandatory Service Bond takes effect, it will require NEET UG & NEET PG Graduates to serve in public healthcare institutions for a specified period, or else face a Bond Penalty.

 

As the Mandatory Service Bond comes into effect, NEET UG & NEET PG Graduates will need to carefully plan their career paths, keeping in mind the obligations imposed by the bond. Those who fail to fulfill the terms of the Mandatory Service Bond will be subjected to a substantial Bond Penalty, ensuring that only serious and dedicated graduates serve in public healthcare.
