5000 new MBBS and PG Medical seats in 2025 upon Union Cabinet approval

The Union Cabinet, led by Prime Minister Narendra Modi, has given its approval to Phase-III of the Centrally Sponsored Scheme (CSS) that aims to strengthen medical education infrastructure across India.

 

 

This scheme focuses on increasing the number of medical seats for both undergraduate (MBBS) and postgraduate (PG) courses by adding 5,023 MBBS seats and 5,000 PG seats across government medical institutions. The initiative comes with an enhanced funding cap of Rs. 1.50 crore per medical seat and is planned for implementation over the period 2025-26 to 2028-29 with a total budget of Rs. 15,034.50 crore.

 

 

Purposes of the Centrally Sponsored Scheme (CSS)

 

This scheme is designed with multiple goals in mind. Primarily, it seeks to expand undergraduate medical education capacity to meet the growing demand. Another key objective is to increase the availability of specialist doctors by creating more PG seats and introducing new medical specialties. The scheme will strengthen and upgrade existing government and central medical colleges, standalone postgraduate institutes, and hospitals. This approach leverages existing infrastructure to expand capacity in a cost-effective manner, minimizing the need for building new facilities from scratch.

 

 

Funds for the Centrally Sponsored Scheme (CSS)

 

The funding for this project will be shared between the central and state governments, with the central government contributing Rs. 10,303.20 crore and the states Rs. 4,731.30 crore. The Press Information Bureau clarified that these expansions aim to promote balanced regional healthcare, ensuring resources do not remain concentrated only in a few urban centers but reach underserved rural, tribal, and remote areas.

 

India currently has a total of 804 medical colleges with a capacity to admit around 1,23,750 MBBS students annually. Over the last decade, India has made significant progress by adding more than 69,000 new MBBS seats and over 43,000 postgraduate seats. The government has also approved establishment of 20 new All India Institute of Medical Sciences (AIIMS) under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). These AIIMS facilities provide specialized services.

 

The Ministry of Health and Family Welfare highlighted that achieving Universal Health Coverage (UHC) for India’s vast population of 1.4 billion people depends critically on a robust healthcare system. Such a system must be able to deliver timely and high-standard medical services at all levels, especially to those living in rural and difficult-to-reach communities. A critical pillar of such a system is the availability of a skilled medical workforce.

Initiatives by the Government to Increase Medical Education in India

 

 

Recognizing the need for more qualified medical educators, the government has issued new Medical Institution (Qualifications of Faculty) Regulations in 2025. These regulations adopt a more inclusive and competency-based approach in defining faculty eligibility and recruitment standards. The change aims to address the growing demand for teaching staff that can maintain and elevate the academic and professional standards of medical education.

 

This entire scheme underlines the government's broader commitment to strengthening health systems by increasing human resources and educational capacity.
