Haryana State Government Medical Colleges Service Incentive Bond MBBS Fees

The course fee structure for MBBS and BDS seats across Haryana state government medical colleges was released by the state’s counselling authority. The government of Haryana also proposed the service incentive bond policy to incentivize MBBS doctors graduating from Government/Government-aided medical colleges across the state.



The government of Haryana announced a policy to incentivize MBBS doctors graduating from Haryana state government medical colleges and the annual fee structure on its official website on April 15th, 2025. This article informs candidates about the service incentive bond policy and the MBBS fee structure in Haryana state government medical colleges.

Service Incentive Bond Policy for Haryana State Government Medical Colleges

The service incentive bond policy for Haryana state government medical colleges was released in 21st December 2022 to encourage candidates to render services in the government sector. The service incentive bond serves as an effective government strategy to scale up and strengthen the overall healthcare facilities in Haryana.

Applicability:

 

  • This policy is applicable to all candidates admitted in MBBS course across Haryana state government medical colleges from the academic year 2020-21

  • It also applies to candidates admitted in MBBS course across government-aided medical colleges like MAMC, Agroha from the academic year 2022-23

  • The policy does not apply to candidates admitted under the NRI quota in Haryana state government medical colleges

 

Financial Obligation:

Candidates who graduate from Haryana state government medical colleges will have a bond. They may choose to receive the bond amount or pay it.

  • Services in the Government Sector: After the completion of the MBBS course from Haryana state government medical colleges, candidates can choose to serve the government sector. In this case, the government will pay the bond amount to the candidate.

  • Pay the Bond Amount: Candidates from Haryana state government medical colleges who do not wish to join government service must pay the bond amount to the government. They can pay it in lump or in installments.

 

How the Service Incentive Bond Policy Works?

 

Candidates graduating from Haryana state government medical colleges will have a bond of Rs. 30 lakhs. This bond shall be in the shape of a ‘collateral free education loan’, as per the official notice. Upon completing the MBBS course, candidates can choose to consent to the government service. If they do not wish to serve in the government sector, they must pay the bond amount. They may choose to pay the lumpsum amount or pay in installments.

Bond Amount for Candidates

 

The bond amount will be adjusted with the total fees in Haryana state government medical colleges. After subtracting the total MBBS fees for all the 5 years, the bond amount that candidates will receive or have to pay is as follows:

Understanding the Service Incentive Bond for Haryana State Government Medical Colleges

As stated above, candidates from Haryana state government medical colleges will have Rs. 30 lakhs in bond. From the 30 lakhs, the total fees paid for the MBBS course are subtracted.

For example, if your total MBBS course fee for 5 years was Rs. 4,22,910/, then 30,00,000 - 4,22,910 = 25,77,090/-. This is the bond amount. Females get an additional 10% concession, and so their bond amount will be Rs. 23,19,381.

This is the bond amount that candidates will receive for 5 years of service in the government sector or have to pay in lumpsum or in installments. This bond does not apply for NRI candidates, and they must pay 1,25,000 USD for the entire course.

 

Salient Features of the Service Incentive Bond

  • Repayment of the Bond Amount: The bond shall be in the shape of a collateral free education loan. Candidates may choose to pay the entire bond amount in lump or in installments even during the course of study if they do not wish to serve in the government sector. Candidates are free to leave the government service anytime they want; however, they must pay the remaining bond amount with interest. The remaining amount will be calculated on a pro-rata basis (for both period of service as well as the bond amount).

  • Online Portal: The Department of Medical Education & Research will set up an online portal for the effective implementation of the policy. Candidates must stay updated by checking the official website.

  • Provisional and Original Degree: Candidates will receive a provisional degree upon completion of the MBBS course. The original degree will be given only upon completing 5 years of service as specified in the Service Incentive Bond.

  • Liberty to Pursue Other PG or Diploma Courses: Candidates are free to pursue any Post Graduate Degree/diploma course (in any Institute across the Country), before/during the service. They must, however, start serving in the government sector in less than 3 months from the time of completion of the PG or Diploma course and complete the remaining period of service.

  • Unfortunate Events: This policy does not apply in case of unfortunate events such as death/insanity/permanent disability of the candidate.

  • Changes in the Policy: The state government has the rights to add/delete any clause in the policy from time to time. Candidates must regularly stay updated with the changes in policies.
