The Admission Overseeing Committee (AOC), Karnataka, is a responsible body that monitors and supervises admissions to professional colleges in Karnataka, especially private unaided institutions. It plays a major role in ensuring transparency, merit-based admissions, and preventing illegal fee collection during counselling and admissions.
The Admission Overseeing Committee (AOC) was constituted under the Karnataka Professional Educational Institutions (Regulation of Admission and Determination of Fee) Act, 2006. The Act confirms AOC as the committee responsible for regulating admissions in private unaided professional educational institutions. The committee oversees admissions for MBBS, BDS, AYUSH, Engineering, Architecture, and other professional courses in Karnataka.

According to the official note issued by the Admission Overseeing Committee, some medical colleges in Karnataka have reportedly been collecting university fees from students during UG and PG admissions even though the same amount had already been paid to the Karnataka Examinations Authority at the time of seat allotment.
The notice specifically states that the university fee collected by KEA is remitted directly to the Rajiv Gandhi University of Health Sciences (RGUHS). Therefore, colleges demanding the same fee again from students are violating the approved admission and fee norms.
Apart from duplicate university fee collection, the AOC also stated that certain private medical colleges are demanding caution money deposits and additional miscellaneous charges that are not permissible under the agreement signed between the state government and the colleges.
As per the consensual agreement, colleges are only allowed to collect the following fees:
As per the consensual agreement between the state government and the medical colleges, colleges are only permitted to collect the skill lab fee of Rs. 30,000/- and the Miscellaneous Fee of Rs. 15,000/-. Any fee collected beyond these approved charges could be treated as unauthorised or illegal. This notice is particularly important for NEET UG and PG candidates who are currently reporting to allotted colleges after counselling rounds.
The AOC’s release of the illegal fee collection notice is a major step towards ensuring transparency in Karnataka medical admissions. Every year, thousands of students participate in KEA and NEET counselling for admission into private medical colleges across the state. Since medical education involves high tuition fees and additional expenses, even small unauthorised charges can create financial stress for students and parents.

The Karnataka Admission Overseeing Committee plays a critical role in monitoring professional college admissions in the state. The committee functions under the Karnataka Professional Educational Institutions (Regulation of Admission and Determination of Fee) Act, 2006, and supervises admission practices in private unaided professional institutions.
The importance of this latest illegal fee collection notice has increased because Karnataka is one of the largest destinations for NEET counselling and private medical admissions in India. Thousands of students from Karnataka and other states apply for MBBS and PG medical seats in Karnataka private colleges every year.
During the counselling process, students usually pay several components of the fees through KEA at the time of seat allotment. Once the fee payment is completed through official channels, colleges are expected to follow the agreed fee norms and cannot demand extra charges without authorisation.
However, complaints about excessive fee collection, document withholding, and unauthorised deposits have repeatedly surfaced over the years. The AOC’s recent warning against illegal fee collection by medical colleges in Karnataka clearly indicates that the committee is actively monitoring such practices.
For candidates, this notice confirms that colleges cannot collect university fees again if students have already paid through KEA. The notice also gives students the right to file complaints against illegal fee demands. This illegal fee collection notice also ensures transparency in the admission process. The committee has also advised aggrieved students to approach the Admission Overseeing Committee directly if they face any issues related to unauthorised fee collection. This is expected to help students avoid unnecessary financial burdens during the admissions process.
