CBI busts 6 in Favorable Inspection Report and Regulatory Approvals Bribery

The Central Bureau of Investigation (CBI) has busted a major favorable inspection report and regulatory approvals bribery scam, which involved a Telangana Medical college trustee and NMC officials.
A case was filed by the Central Bureau of Investigation (CBI) against the accused in the favorable inspection report and regulatory approvals bribery scam. The 6 accused arrested by CBI also included members from the National Medical Commission (NMC), who were allegedly involved in paying bribes in return for favorable inspection report and regulatory approvals.
In a major investigation by the Central Bureau of Investigation (CBI), many individuals including senior officials of the National Medical Commission (NMC), a trustee and a director of private medical colleges, and intermediaries were allegedly involved in the favorable inspection report and regulatory approvals bribery scam. The accused individuals were arrested for paying bribes to manipulate and gain favorable inspection reports and regulatory approvals.
All the accused in the bribery racket are either involved in paying or accepting bribes in return for favorable inspection reports. The favorable inspection report and regulatory approvals bribery payments were mainly done through hawala channels to avoid being tracked.
The primary accused in favorable inspection report and regulatory approvals bribery is Fr Joseph Kommareddy, who is the trustee of the Father Colombo Institute of Medical Sciences, a private medical college in Warangal, Telangana. The other accused in the crime are Venkat, the director of Gayatri Medical College, Visakhapatnam, P Rajini Reddy, one of NMC’s inspection team members, and three unnamed members.
A total of 36 accused have been booked by the CBI all across India. This includes college officials, trustees, and NMC members.
As per the FIR, Fr Joseph Kommareddy allegedly paid bribes through intermediaries to illegally gain the benefit of favorable inspection reports and regulatory approvals. The bribe amount was allegedly paid in two installments by Kommareddy, Rs. 20 lakhs and Rs. 40 lakhs through formal banking channels. Another accused, Venkat, the director of Gayatri Medical College, Visakhapatnam, had also paid Rs. 50 lakhs to Dr. Kishore to illegally settle a pending NMC issue. The money was transported through hawala channels.
Fake faculty were present when the members of the National Medical Commission (NMC) were inspecting these private medical colleges to falsely display compliance with regulatory standards. After the inspection, the accused NMC officials issued letters of renewal and other approvals in exchange for bribes.

A total of 36 accused involved in the bribery scam across the nation were arrested. 6 accused arrested by CBI were from Telangana and Andhra Pradesh. Among the 6 accused arrested by CBI were Dr B Hari Prasad (Anantapur), Dr Ankam Rambabu (Hyderabad), and Dr Krishna Kishore (Visakhapatnam). These 3 individuals, of the 6 accused arrested by CBI, conducted inspections at colleges and managed regulatory dealings in several colleges.
Another accused, Poonam Meena, the director in the ministry of health and family welfare, had instructed her staff, Piyush Malyan, to gather information of NMC inspection dates and inquire of bribe expenses. The obtained information was allegedly provided to college representatives, giving them time to fake compliance measures before the inspections began.
The favorable inspection report and regulatory approvals bribery scam mentioned earlier is similar to the one that was busted by the CBI a few days ago in which 6 people, including 3 doctors, were arrested for allegedly paying favorable inspection report bribes in Chhattisgarh. The accused were caught red-handed while transacting the bribe amount of Rs. 55 lakhs in Bangalore.
The investigations are on to nab anyone involved in the bribery racket. The CBI is actively conducting searches in 40 locations across 6 states, including Karnataka, Rajasthan, Chhattisgarh, Uttar Pradesh, Delhi, and Madhya Pradesh, to bring down the entire chain of favorable inspection report and regulatory approvals bribery scammers.
The crimes, involving bribery and manipulation of the inspection report, have made a huge negative impact on the credibility of medical education in India. The trustees, directors, NMC officials, and intermediaries involved in the crimes are booked under the Prevention of Corruption Act. This Act covers government employees, employees of government-aided institutions, judges, arbitrators, and office-bearers of cooperative societies receiving government aid. It specifies various crimes, including giving and accepting bribes, and the punishments for those involved. The main purpose of this Act is to prevent corruption among public servants in India.
