He further highlighted a directive by the National Medical Commission (NMC) that eliminated age restrictions to make medical education accessible. The introduction of the age and attempt limit scheme will impede the NMC's intent to give equal access to all in the field of medicine.

The National Testing Agency (NTA) planned to conduct the NEET UG 2025 exam online in multiple sessions with normalization. Pandey mentioned that conducting exams online with normalization could lead to inconsistencies in question difficulty, making it difficult to maintain a fair and uniform merit list. The normalization process could be used to adjust the scores; however, the conditions and experiences across different sessions cannot be fully accounted for. He argued against the National Testing Agency (NTA) that this could result in unfair ranking disparities.
He urged the National Testing Agency (NTA) to uphold the Supreme Court’s One Nation, One Exam Principle. This principle states that all citizens can take the exam simultaneously without the age and attempt limit.
What is Normalisation?
Candidates take exams in different batches for a multi-session exam. The average marks scored in the exam may be higher for one batch and lower for another, highlighting the difference in the difficulty level of the exams among the batches. The normalization process calculates the requisite average marks to be scored for different batches.

Further, by the directions of the Honorable Supreme Court of India, the government has constituted a High-Powered Expert Committee whose report is still pending.”
